Obtaining a Level I Limited Learner’s Permit

You must be 15 years old to apply for a Learner’s Permit.  The following items will be needed to obtain a Level I Limited Learner’s Permit:

Certified copy of birth certificate.

Original Social Security Card.

Driver Education Certificate – Form 452 (does not expire).  The Driver Education Certificate is proof of completing the 30 hours of classroom and the 6 hours of behind the wheel as required by the state of North Carolina.  Your Driver Education Certificate is not a permit to drive!

A Driving Eligibility Certificate (DEC).  This certificate shows that you are passing and have not dropped out of school.

  • This certificate must be obtained from your school.
  • To receive your Driving Eligibility Certificate you must present the following:
  • An original or certified copy of your birth certificate or a military ID
  • A Driver Education Completion Certificate.  (Original must be given back to student.)
  • This Driving Eligibility Certificate must be signed by the parent or legal guardian.
  • It may take up to 24 hours to receive a Driving Eligibility Certificate
  • The Driving Eligibility Certificate once dated is valid for 30 days only.
  • Home School students must obtain the DEC by calling 919.733.4276.

An application for a permit must be signed by the applicant and another person.  That person must be the applicant’s parent or guardian that resides in this state and is qualified to be a supervising driver.

A supervising driver must be the parent or guardian of the permit or license holder that signed the application for the permit or license.  If a parent or guardian did not sign the application, the supervising driver must be the adult who signed the application.  A supervising driver must be a licensed driver who can prove he/she has been licensed to drive for at least five years and be an adult approved by DMV.

Fee of $20.00 to cover cost of Level I Limited Learner’s Permit.  Payment must be in form of cash, money order or personal check.

The following tests are required for a Level I Limited Learner’s Permit:

  • Written Test
  • Sign Test
  • Eye Test
